History

In July 2008, several European donors – namely Switzerland, Sweden, Denmark and the Netherlands – entrusted the NGO Development Centre (NDC) with the establishment and management of the Human Rights and Good Governance (HR/GG) Secretariat. The HR/GG Secretariat provides a mechanism to more effectively manage the donors’ long-standing commitment to human rights and good governance. What’s more, financial and technical assistance can now be more effectively channeled through a permanent secretariat structure dedicated to supporting the HR/GG sector.

In May 2010, NDC was delighted to lead a second phase of the Human Rights and Good Governance Secretariat. Set to run until June 2013, Phase II received an initial USD $11.6 million from Switzerland, Sweden and the Netherlands. Joined in December 2010 by Denmark, this figure has now risen to USD $ 16.2 million. NDC is privileged to continue to manage the only Palestinian human rights and good governance funding mechanism.
 
The HR/GG Secretariat operates three programs:
 
  • Channelling of Funds
The grants component targets Palestinian and Israeli HR/GG NGOs which promote, support, protect and monitor the observance of human rights and good governance in the oPt. Two different types of granting mechanisms are available to HR/GG NGOs; Core Funding Grants and the Small Grant Facility. For the second phase of this program, NDC has selected 48 NGOs from the West Bank/Gaza and Israel (29 grants for core funding and 19 through the small grant facility).  
 
  • Strategic Sector Development
The Secretariat contributes to ‘Sector Development’ through the dissemination of funds to facilitate and support institutional capacity development of partner NGOs. The overall goal of the program is to provide the HR/GG NGO’s operating in the oPt with assistance in strengthening the skills, competencies and abilities of staff to enable improved project outputs, to reach stated objectives and achieve goals in accordance with their mission.
 
  •  Policy Dialogue 
The Secretariat ‘Policy Dialogue’ program provides a platform for NGOs to meet and discuss common issues of concern. In conjunction with partner NGOs and the four donors, NDC continues to facilitate dialogue aimed at the development of policy, donor/beneficiary interaction and progression within the sector.
